I've seen this a few times with the Rain Dial. The faceplate is bad. You could buy an indoor 9 station and swap out the faceplate or replace the whole controller with an outdoor.

if you mean Rain Dial, try a reboot, but be prepared to replace it.

I am having problems with the Rain Bird Controller. The power going to the solenoids seems to be pulsating and causing the solenoids to go on and off rapidly.
