Replace it or gut swap the internal and top portion of the valve

Manual Valve- delay when turned on, will not turn off

After reviewing a number of posts, I do not see the same issue that I have so...

A Signal is going to the valve, so I decided to turn it manually. All other valves working as designed and there has been no recent work on the system.

I turn the manual valve on (no idea what brand) after about 90 seconds the sprinklers come on and spray with an appropriate volume. when I turn the valve off the water continues until I go to the cut off valve and stop all water from my system. When I turn the water to the system back ON and the questionable valve is in the off position it remains off and there is no water flow.

I would assume that this is a valve issue. Any help is appreciated.
