typically make an electrical hum, then kick on and sound like a 
generator running. I assume that to be normal just because that's how 
it's been the last 8 months since I've owned the house. Now however, the
electrical hum begins but the pump does not engage. Is that normal 
after a power outage? The pump never sounded squeaky, never surged or 
did anything out of the ordinary really. I don't want to replace the 
pump and experience the same issue because of a power issue with the 
house and I don't want to call an electrician out and it simply be a bad
pump. I may have to do both but want to avoid that if at all possible -
one income and a baby on the way!

Is the pump on it's own circuit/breaker? Is it the garage breaker that keeps tripping?

Since you want to be around when the baby arrives, you should take very great care with this pump, as it might be running on dangerous 240 volt power that can be fatal to contact.

Myers 1 HP Centefugal Pump not Starting after Electrical Failure
