New Soleniod does not work

I just replaced 5 soleniods with new ones from home depot. it's a 24VAC system & the new solenoids are 24VAC. When the timmer tries to acivate the solenoid, it does not open the valve. If I "help" it by turning it on & off manually, then the solenoid holds the valve open.

Thoughts?

I will check the voltage at the controller & the valve today.

Thanks
Steve
