Control valve stuck on

I have a control valve stuck on so I have to turn off the main water feed. It is a Weathermatic valve and is about 6-7 years old. I've taken the top half out several times.

The solenoid appears to be working - it pulls the plunger up when energized. But I would not suspect a solenoid problem if it is stuck open.

The manual control is in the "off" or "automatic" position. And the electrical leads are currently disconnected.

I can't figure out the mechanics of the valve so I can't determine what's not working. But everything appears OK. The diaphragm is intact with one pinhole.

What would prevent the valve from closing? When re-assembling the valve, must it be "bled" to remove air?

Any help is appreciated.
