finding answer to wiring problem

My rainbird esp-m sprinkler runs, I measure 28 volts at the box in the stations but no voltage is getting to the valves? In fact when I turn on station one or two or three I get 28 volts on all 6 stations. When I disconnect the wires from the terminals I get the proper voltage on the prober station. Where is the most likely place the wires are fused together? or could there be something else. One station, valve is under water most of the time or maybe lighting has fused all the wires together. I don't know where to look first.
