water continuously running from a head, and I mean 24/7, is a valve problem, and not a head problem

Leaky Hunter pop up head

I dug up a leaky Hunter pop up head that I assume is leaking. I unscrewed it, water continues to come out rapidly of the line so I cant get any teflon tape around the threads down below on the riser. When I screw "NEW" Hunter head on it leaks from top of Hunter pop up head, doesn't appear that water is coming from line but from top of pop up head. Not sure what to do now, any ideas are appreciated..
