Nelson Poppy 3Arm Sprinkler Not Twirling

My Nelson Poppy 3Arm Sprinkler is not twirling ... any ideas as to what might be the problem? Water pressure seems to be okay ... just can't figure out why it's not twirling ... water is coming out of all 3 arms, but not moving. Help!
