Irritrol Rain Dial Plus 9 won't shut off

When I slide my set program switch all the way over to OFF, my controller continues to run the programmed schedules as it does when set to the RUN position. The switch seems to operate normally when positioned in the SET program position, allowing for programming. I switch to the OFF position when rainy days are predicted and expect to have the unit not water when in this position. Now I have to unplug the unit and remove the battery backup to shut it down. Do I need to replace the entire unit or is there a more simple solution?

You should perform a reset of the controller, and program it from scratch.

The controller sounds bad to me. You could try programming the B program and see if that works.
You asked for a simple solution. You could buy a new RainDial and swap out the faceplate.
