Nelson Valve Leaking and now Stuck on

Not sure what's in there except it is a Nelson and looks like the 7901's.
Can I just buy a 7901 valve and change out parts?
Looks like that would be easier than changing it out.

If you're 100% sure the leak is coming from the top half of the valve and not the piping or a cracked port or something then go for it. Even if you're not sure I'd say go for it. You'll know soon enough if you've fixed it. You can always reassemble the valve and install the whole thing.
