Errant Zone Valve

I have an oddity valve that won't shut off the zone when the controller program concludes as programmed on a weekly timer operation.

What's worse, there are two valves on that controller connector. T'other zone shuts off, as programmed.

1) I've run the program manually and both zones / valves shut off, as programmed;

2) I've run the single station manual option and both zones / valves shut off, as programmed.

The valve does shut down when the controller dial is manually changed to "OFF."

I have no / limited experience in this sort of esoteric problem.

Any suggestions, please?

Irritrol (Toro) 12 station controller and 3/4" Hunter valves.

I had a guy just this week with a similar story which didn't make sense.
Turns out there was a pebble inside the valve keeping it from shutting off. Sometimes it shuts off, sometimes it doesn't.
I'd rebuild the valve and see if the problem goes away.

When the valve is stuck on, is the controller sending it a signal? That seems impossible because only one of the two combined valves is on. That's why it doesn't seem possible that it just shuts off when you turn the controller off.
