How do I know if the controller is the problem

How do I know if the controller is the problem

ESP-LX - I have the rainbird 12 zone controller and it keeps faulting. Very frustrating - The transformer is very loud.

When I can get it going - the water comes out in spurts - like the voltage is varying.

Is my controller bad and I have to buy a new one?

Help!!!!
