pump start relay

Is there any scenario in which a pump start relay box can be buried in a valve box? My existing relay box is mounted in an old well house that is being demolished and sidewalk surrounding the house makes mounting it elsewhere difficult.

Absolutely not. The relay must be kept dry, and a valve box by definition is anything but dry. Even though you are removing the structure the relay was located in, you still have to provide a secure above-grade setting for the relay.
