valve problem

We have an older Toro system. One of the valves is not turning on completely. When I turn the zone on at the controller, I can hear water running through the valve but seems to be moving very slow. The same thing happens when I manual turn the valve on. In both cases the sprinkler heads do not work. I would appreciate members thoughts and suggestions for fixing the problem. Thanks.
