INLINE LAKE FILTER

My sprinkler sytem is fed from the lake. I have a filter at the lake side which appears to be very dirty. I can't get the filter casing to turn so I can clean or replace the filter. Is there a special tool? Also, I started up my system and one zone seem to have a valve stuck and runs until I turn off the pump. Does this mean I might have debris in the valve?

probably debris in the valve due to the fact the filter is no longer doing its job. could also be a "bleeder" open on the valve. what kind of filter do you have??????
