Hunter I-Core 600 controller Station terminals not working and the voltage is off

I have 7 stations on a Hunter I-Core Controller box. I have a wire that is reading 60 volts and the rest are reading around 24 volts which is what it should be since I have 24 volt solenoids at each valve. However, when I turn a valve on with the box I don't get any response? Also, I have left the wire that is reading 60 volts capped off in the box and I manually turn that valve on when needed. Anyone know what might cause this or what the issue may be? I'm thinking the source would be the wire that is reading 60 volts, but what would I need to do to fix it? Thanks!
