rain bird jar top valve

I'm installing a new system I have a 4 valve manifold. The valves are Rainbird JTV100 (there 1" jar top valves) I am at the point of hooking up the valves. With all lines in place, I turned on the water to flush out the lines. I opened the valves by turning the solenoids, everything worked fine. I then opened the bleeder on one of the valves and water started to flow but now it won't shut off.
So I would like to know what is wrong?

I don't have power to the valves yet is that causing the problem.

My condolences on using jar tops. But opinions aside. I'd unscrew the top and see if there's some debris inside the valve. I've seen excess glue keeping the diaphragm from closing among a host of other items. Maybe you installed the valve backwards. Maybe someone stole the spring and returned the valve. Good luck!
If I can't fix it, it's broken!

I thought I would answer my own question. It might help someone else with a similar problem. The valve had a small rock under the diaphram. It got in from the inlet side. Once I got it out it seems to work fine.
