Richdel 711A Problem

One of my zones runs on a Richdel 711A. It is acting strange. Put on a new solenoid, operates fine. The sprinklers don't pop up. When I open the bleed screw the system doesn't go on manually. However, if I take off the solenoid and fully open both the shutoff valve and the flow control valve on top I get water from the sprinklers, along with a nice spray from where the solenoid should be.
Should the flow control valve be all the way open or could this be overpowering the diaphram? I'm pretty new to this and don't get the operating of the valve. I took the valve apart and everything looked fine inside.
