How to operate a Toro EL-6+ sprinkler system

We have an old house that has a Toro EL-6+ sprinkler system and we can't figure out how to turn it on. The lights come on when it's plugged in and the water lines are on, but nothing happens. Can anyone tell me how to turn it on? Thanks!

Toro EL-6+

I'm not sure which controller you mean. Here's a link for aquiring a copy of a Toro manual.
