Failed valve....solenoid?

Dont see a brand stamp but it has a round solonoid, has 8 screws in the top, green, prob 25-30 yrs old.
It is staying on even with system off. Took the top in to the local dealer, bought a new diaphragm (which didnt look like the old one), replaced it in its correct orientation. Tested it, did fine shut off.
Buried everything-..doesnt work.
Dug up, all connections seem fine, I tried to get the solenoid to click by removing and touching the wires to the control box and to the transformer directly...nothing

so is it a bad solenoid??

Bad solenoid.

Solenoids rarely go bad unless the wires break off. At least that's the case in my area. Others on here say differently. In your case though if you touched it to the controller where you knew there was current to activate the solenoid and nothing happened, sounds bad to me. As far as the diaphragm looking different I wouldn't worry about that yet. Sounds like the solenoid. If you change the solenoid and still have problems I'd double check to make sure you've installed the diaphragm and bonnet correctly. Then again your valve is very old. You can buy a new valve for about the price of a diaphragm and solenoid.
