main valve questions

we just moved into this house. we have two white pvc tubes next to the city water meter. one is labeled "main" one labeled "drain". I turned the main valve on and nothing happened. when i turned on the drain valve while the main valve is open water fills up the main valve tube. if i leave the main valve closed and turn on the drain valve all stations work and will not shut off even though the control valves are not "humming" and seem to be off. any ideas? i have repalce the solenoid, and put a new repair kit in one o\f the valves. thanks
