esp-6tm has power but will not operate a station

esp-6tm has power but will not operate a station

my unit looks like it is working normal but i have no power going to the wires at the controller. is it a bad controller?

Check back flow device is it in the open position!!!!!!!!

Check Rainsensor!!!!!!!!!!!
