Are Used Pumps a good Idea

Is it a good idea to buy a used electric pump like the one at www.greenapplicatormall.com? What questions should be asked to the seller when concidering buying or trading? Is there a way to test an electric pump thats not hooked up to a battery with some kind of testing equipment?
