ranbird will runs zone 3 instead of 4. 4 works if i manually open the valve

I have a rainbird Ec series with 6 zones. Last year i noticed that zone 3 would run twice. Once by itself and then again with zone 4. Now when zone 4 is running only zone 3 actually runs. I cannot get zone 4 to work at all with the controller. It works fine if I manually turn the valve. Zone 4 is properly wired. The fact that zone 3 runs instead makes me think it is the controller.
