What's wrong??

What's wrong??

I have to turn off the water to my sprinkler system from inside my basement. Even with my sprinkler system off, and the on/off valve that controls the water to my system is turned on, water gathers in the irrigation box in my yard where the solenoid valve is. The only way to stop water from constantly running within this box is to turn the water off inside my basement. (Note: All stations work fine, its just that while running, this box fills up with water. Can anyone help??? ?
