Leaking head

I have a head that has developed a constant wet area. I dug it up and removed the head and water is coming from the pipe. I can't tell if it is the low head, but it is at the end of funny pipe. Is it a valve? If so, how can I tell? Thanks for any help someone can provide.

A 24/7 leak from a low head would be caused by a "weeping" zone valve.
