Water Flowing out Vacuum Breaker

I started up my sprinkler system this spring and all of the water is flowing out of the Atmospheric Vacuum Breaker (not the sprinklers). Is my AVB defective or do I have other problems? If the AVB is the problem is this something I can replace myself?

AVB is a phony baloney imitation of a pressure vacuum breaker - invest in the real thing.
