zone staying on

zone staying on

When I turn on my water one zone remains on throughout the entire watering sequence. I replaced the solenoid but that didn't seem to fix the problem. I'm guessing the next step is to take apart the valve? When I turn the top of the valve all the way off the section shuts off. When I open it all the way up water shoots out. Any help is appreciated.
