Pressure reducer squeal

The pressure reducer, (20 PSI for drip) is the source of the noise, a high pitched squeal. There is a small diameter (1/16th inch) hole designed into pressure transducer. With water pressure present, when I put my finger over hole, it takes about 10 seconds and squeal stops. I then remove finger and a little spit of water jets out and squeal starts again. Sometimes, there is a stream of water coming out of this hole as soon as valve above opens and pressurizes line.
What is going on?
Just replace the pressure reducer?
