One zone won't shut off??

One zone won't shut off??

It started out as low pressure in one zone. So, I thought it might be a solenoid so I changed the solenoid and turned the controller off. Now another zone won't shut off. I have turned the water to the system off and have turned the controller off too. I have 3 zones. I assume a zone is one system?]
