Is my problem the solenoid or controller?

Is my problem the solenoid or controller?

One zone won't open in a 6 zone system. The voltage across 5 zones is 28 volts each and 15 volts across 1 zone.

I opened the "Bad" zone manually. I unscrewed the solenoid, ran current through that zone. The piston didn't move.
What should I do next?????...thanks

check the wiring - swap solenoids - try the solenoid at the controller
