Rainbird unit voltage to all zones when it is turned on

Rainbird unit voltage to all zones when it is turned on

I have a Rainbird 18 zone unit. When I manully turn on any 1 zone, all zones have voltage (27volts) going through them and nothing turns on. Any idea what it could be? It just started happening.

test the zone wiring for resistance
