Smartline 24 zone short fault

Just installed 24 zone smartline. I have one zone that at one time was two zones... thus it has two solonoid valves. It shows 465 mamps and will not turn on. Just gives me the short fault. I thought the smartline would control up to three solonoids at a time. The two soloniod valves are wired in parallel. Is there a solution other than re-piping system? That is, something that will allow both valves to close/open together?
