Rainbird Impact Sprinkler flooding and not re-impacting

I have several Rainbird Maxi Paws. All of them are working fine except for one who suddenly began malfunctioning.

When the hammer hits the stream, it won't bounce back so the water just gurgles everywhere. The basin is also flooded.
The rainbird troubleshooting guide said it might be poor drainage.

Any thoughts would be great! Thanks!

it might need something cleaned out of the impact arm

The arm's clean from what I can tell. I spent a good deal of time making sure. There's a lot of sediment at the bottom, is that normal?

It may need a replacement - if you are going to work on your own system, you need a replacement head and the special wrench it takes
