KwikDial KD 9 Circuit Breaker

I have a KwikDial KD 9 Spinkler System. On the mailn unit all appears to be fine. The Circuit Breaker next to the unit(small black box), has 3 lights that are normally green but are constantly blinking red. Override, low battery and 1 more option(sorry can't remember) are all red.

Just wondering if the unit needs to be reset. When we turn on the system it appears to be working in all the zones but the system never actually comes on. Meaning no water ever comes from the zones.

Any ideas?
