Leaking JTV Rain Bird Valve

Anyone have any trouble shoot ideas on how can i get my valve from leaking? i have a JTV Rain Bird valve that has a slite sipping leak. i replaced the hole top part of the valve and it still leaking. U have to hand tighten the valve and im sure it really tight? Any one have any ideas on what i can do?

If there is any seat damage or a hairline crack in the body of the valve, the whole thing gets replaced.
