sprinkler line on a hill

I've got a line of sprinklers located on a hill well above the valves. They have always worked just fine. Now, however, there is a problem. There is limited flow to the line and I cannot figure out why. I don't believe the line is plugged. Is there something special that was installed to make the water flow uphill to this line? Maybe that is th eproblem. Any advice?

What happens when you turn on the valve with the bleeder screw?
