Hunter Mini-Click Rain Sensor Troubleshooting

I have a question about a Hunter Mini-Click Rain Sensor. It shuts the stations off when I operate it manually (pressing down on the post/trigger), but when I ran it the other day during a good rainstorm (at least 1/2" of water) it didn't shut off the stations. The wiring is sound and connected properly. Its hooked up to an ESP-4 from 2004. I have the sensor set for 1/2" rainfall. When I tested it, the corks were allready saturated from a weekend of rain. I can't find any kind of date on the Mini-Click to see when it was manufactured. I was told it is 7 years old. I'm going to swap it out with a new one, but in the meantime maybe I can get some advice from someone that has the fieldtime.

There is a sensitivity adjustment on the side of the mini-clik. It comes from the factory set for 1/8-inch, and a pro might change that to the 1/4-inch setting. It is certainly possible for the fiber discs to lose their ability to fully swell up when wet, which is why replacements can be had.
