Need help selecting right internet bases controller!!!!!!!!!!!!

Im the irrigation guy for a school district in Texas. We currently have
Rainbird clocks on all our athletic fields. They work fine but we are
constantly fighting with the coaches about water usage. Like most areas
we are under water restrictions, and between my boss and the coaches is a
big tug of war match, and im the rope. We have been trying a new system
from weathermatic, smartlinknetwork. They have the ability to type in
gpm being used and it calculates a approximate water usage. We need this
feature due to the fact, we have to flow meters, master valves ext. Our
plan is to give control to the principle on campus and they will divide
the allotted water among the coaches for each field. Softball coach can
have so much, baseball, football and so on. Unfortunately weathermatic
hasn't been working well, or at least well enough for us to by
approximately 50 clocks. Unfortunately we can't find a system that has
the same features without installing flow meters. A lot of schools are
old, and it would cost a lot of money to run wires from clocks to flow
meters, and wireless meters are supposedly not that dependable. Please
any suggestion would be greatly appreciated. The Irritated irrigator

We can try something using RainMachine. But let me see if I understand correctly: you know the aprox. gpm for each zone, then you can schedule a certain amount of minutes per zone. All you need is a remote management system, then.
