Low Pressure on one zone

I've got a problem that has me puzzled. My sprinkler system has four zones. Three zones operate as expected. One zone has very low pressure. The heads only pop up about an inch and spray about a foot in radius. I removed each head and cleaned the filters. This helped for a few days but am now back to the previous condition. Any suggestions?

Repair or replace the valve.
Do the heads pop up when you open the bleeder screw?
What model valve is it?
