Rainbird ESP sometimes shows alarm with ALL zones/stations

Twice this season my Rainbird ESP controller has shown an alarm with ALL zones/stations that were set to run, including MV the master valve.

Assuming there is a legitimate short, what does this mean? The fact that ALL zones are affected should tell me the short is in the common wire somewhere?

What's the chance the issue is in the controller?

Maybe the problem's the master valve solenoid or wiring.
