Water supply will not shut off

I am a first time home owner with a question that may seem a little stupid but I need some help. One of my valves is leaking and I cannot work on it because I cannot shut the water off to the irrigation system. I can turn the water off leading into the house (no water coming from taps) but this has no effect on the leak. It doesn't seem possible that I would have a separate water line for irrigation but that is all that I can figure it must be. I see no emergency cut off valve that would cut off water to irrigation system Any thoughts out there?
