two stations won't shut off

I have had a problem for several weeks with any where from 1 to 3 stations not turning off. I have cleaned all the sprinkler filters, diaphragm, and finally replaced two valves. Two of the stations that I have replaced the valves still will not shut off. I have not even connected it to the system. We do use secondary water. I am at a lost for what to do, we are in the middle of water restrictions and extreme heat, half of our grass is already dead.
