Too much flow. Too little pressure. Find a way to consume less water in the zones.

First Sprinkler System

Old system,new home owner. Spray heads will not come all the way up,some leak around the stem.I have three spray zones and 5 rotor zones. Rotor zones work fine. I replaced 5 spray heads in one zone and not much change. I had water meter changed because of pounding noise,fixed the noise.
I would like some advice on where to look next?
