Burial depth

Greetings

I am in Palo Alto city CA, extending mainline to back yard around the house with 1.25" Sch 40 PVC with flow around 14gpm/50PSI.

How can I find out the burial depth requirement for the pipe - I read 18 inches - would it be a function of city, california or national code?
