Hose valve under house?

I am a little confused. ... i was under my house trying to figure out where the main comes in at and there feet away from where it comes up from ground there are 2 shut off valves that have hose threads on them. One of them branches right of the 1in. Copper line and that's it. Not 100% about the other. Anyone know this is for, and can this be used as an outside hose bib?
