Can't you just wire the sensor into the common wire of the controller?

Rain Sensor Problem

I have a Nelson Easy Pro 12 station controller and I am trying to hook up a Rain Bird rain automatic shutoff sensor model RS-1. The problem is that the controller does not recognize the sensor. It is wired according to the instructions, the wire itself is perfect but when I test the system it fails to work. The Nelso Controler calls for a normally closed sensor. Are these two systems compatible?
