Hunter Pro-C Transformer

A customer of mine has a hunter pro-c and it keeps going though transformers, we had a new breaker put into the fuse panel, had new wires run, new outlet, grounded the clock outside, put in a in-line surge protector yet it keeps blowing them. I am not sure what way to go now. any help would be great thanks

Maybe the controller itself is shorting out the transformer.
