Toro Super 700 Rotor Adjustment NOT adjusting

I have an 18 yo system that is all Toro and uses mostly the Super700
rotors and need to change some of the arcs. I have only been unable to
change the arc setting on ONE of them. They are ALL part circle (red pin
under nozzle), I have unlocked the head and have followed the steps for
adjusting the arc. I know the technique works since I was able to
change 1 out of the 20+ heads I have. Has this been a problem with the
old Super 700 heads? Is there a way to correct this short of replacing
the heads or "using a six pound sledge hammer" as has been suggested by
some genius on this board? Is there a way to disassemble the rotor to
access the rachet mechanism (short of the the hammer technique
mentioned)?
