No water to plants!

My control valve froze and burst during the winter. I replaced the diaphragm and the valve, still no water. I found a leak in the piping and replaced the piping.
Entire system 'seems' to be leak proof. When the valve is open no water flows to the plants. However, when I release via the pressure screw and allow water to come rushing out of the valve water flows to the plants.
Any ideas?
Thanks.

If the replacement valve was cemented into place, there may be dried PVC cement blocking the passageway needed for the solenoid operation, and the passageway would be cleared by pushing a thin strong wire (like piano wire) through the passageway.
